Water and Sewer Policy for ADUs
The following information summarizes Coal Creek Utility District Resolution# 1875 regarding homeowners with Attached or Detached Accessory Dwelling Units (ADUs) in our service area, including Newcastle, Washington.

These ADU Water and Sewer Policies apply only to single-family residential properties. Multi-family, commercial, and public-institutional properties must have separate meters and connections for each structure.

​​ADUs can share a single water meter and sewer connection for both the main residence and the ADU.
​​

A minimum 1-inch water meter is required.
​

ADUs must also meet both local land use regulations and cross-connection control policies.

Permit fees are as follows:

$300 for a side sewer permit (ADU connection inspection).

$300 if a grinder pump is used (covers additional inspection and admin costs).

Billing is as follows:

Attached ADUs are billed like a duplex.

Detached ADUs are billed as two separate single-family residences.

Water usage is billed at the 1-inch meter base rate (or higher if a larger meter is required).

If you subdivide your property, each new parcel must install its own water meter and sewer connection, and pay all related fees.
